  99.  Through the collective efforts of the organizers, entrants, and voters, we
  100.  are now prepared to begin the round 2 voting.  The round 1 voting process was
  101.  used to determine the top 15 rookie and top 25 veteran entries in MC4.  Round
  102.  2 voting will determine the exact rank of these finalist entries.

  104.  During Round 1 voting, voters wrote song comments on their vote forms.  We
  105.  will make these song comments available to the public after we are able to
  106.  process them.

  108.  This is the last phase of MC4.  After the results are delivered on the first
  109.  day of September, our job will be done.  Your job will be to continue making
  110.  the best music you can.

  119.  Trixter has provided for us a program which will easily allow users to edit
  120.  their voter form while playing an MC4 entry in Cubic Player or Impulse
  121.  Tracker.  This program will make the voting process easy and efficient.

  123.  _____Program Use
  124.  
  125.  The program is a TSR, which means it is run from the commandline and it
  126.  remains in memory.  Once a user loads this program, they can run Cubic Player
  127.  or Impulse Tracker, play a song, and bring up the edit window while the song
  128.  is playing.

  130.  Rename your vote form to reviews.txt as this is the file that the editor will
  131.  open.

  133.  _____Limitations
  134.  
  135.  For this program to work, users must be using Cubic Player (v1.6 or v1.666)
  136.  or Impulse Tracker v2.04 (MC4 Version).  When it loads, it will occupy 50k of
  137.  conventional memory.

  139.  The editor window can not be loaded from the commandline.  You must load the
  140.  editor window (with the ALT-+ keypress) from within Cubic Player or Impulse
  141.  Tracker.

  143.  The editor can only hold 32k of text.  If you run out of room, split your
  144.  voter form into two parts and combine them before submission.

  148.  This utility is included in the archive "mc4notes.zip" which is included in
  149.  the "mc4vrnd2.zip" file.  See the "Files" section above for information on
  150.  where to obtain this file.  We recommend using this program to make MC4
